Frans holds degrees in Private Law from the Utrecht University and Tax Law from the University of Amsterdam.

Frans started his professional career in 1986 as a tax lawyer at Deloitte de Boer & Van Keulen Tax Lawyers (currently part of PWC). In 1989, Frans joined Star Busmann & Hooft Graafland (current CMS Derks Star Busmann). In 1991 he became one of the founding partners of Van Mens & Wisselink (currently VMW Taxand). 

Over the years Frans has held positions as Trustee of Dordtsche Petroleum-Industrie Maatschappij (from 1997 until 2000), Member of the Board of the Dutch Assocation of Tax Advisers (NOB; from 2001 until 2009), President of the Advisory Committee Tax Law of the Dutch Bar Association (NOVA), President of the Tax Law Commission of the International Association of Young Lawyers (AIJA; from 1999 until 2003), President of AIJA (from 2004 until 2005) and co-chair of the International Tax Committee of the American Bar Association (ABA) / Section of International Law (from 2007).

Frans is member of AIJA, the International Bar Asociation (IBA), ABA Sections of Taxation and International Law and the Union Internationale des Avocats (UIA). 

Recent experience includes: some major equity based incentive plans and a class action on gambling tax.
